Mechanic lien

I'm generally contractor in California, I finished my project more than 95% and when I asked for progress payment owner told me he I'd not happy with my work and refuse to pay ant want to pay about 1/4 of the actual amount. He doesn't answer my email, text message and phone call. The only think worries me is I didn't get permit for my work and he didn't want to get permit. Anyway it wasn't any major structural work. I also didn't send preliminary notice since there is lender. I file mechanic lien and now don't know what should i do next. He is ignoring me.

You have 90 days, generally, to file to foreclose on your mechanic's lien (see https://www.levelset.com/mechanics-lien/california-lien-law-faqs ). The homeowner may file a counter-claim against you or otherwise defend against the action related to poor workmanship, failure to file the contract, etc. (whatever they want to claim).

I suggest you contact CSLB to inquire about the permit issue. It could be that a permit was not required, or could be pulled now. Ask about whether the permit was required or what the penalty is for failure to pull the permit if it was required. https://www.cslb.ca.gov/about_us/contact_cslb.aspx
