can i file a lein on someones property in georgia if they dont pay the balance owed after project completed?

That is correct, but keep in mind that a Mechanic's Lien must be filed within 90 days from the last day work was performed on the property. You must comply with that timeframe in order to have any rights under the Mechanic's Lien statutes. Additional, deadlines must be followed after the filing of the lien, but missing this first deadline is fatal to your ability to assert a lien on the property.
