Yes, in order to clean air ducts, the Florida Construction Industry Licensing Board requires the party to have some form of an HVAC contractor license. There are a few different options depending on the geographical range of your services and the types of systems you plan to install. These include certified or registered licenses, which are broken down further into Class A, B, and C licenses. Certified licenses allow the contractor to work anywhere in the state, while registered licenses restrict work to a specific county or municipality. As for the difference between Classes;
  • Class A- to install, maintain, repair, fabricate, alter extend, or design HVAC systems
  • Class B- same services as Class A, except limited to 25 tins of cooling, and 500,000 BTUs of heating
  • Class C- limited to the servicing of HVAC systems.
For more detailed information, the FL Department of Business and Professional Regulation has a question and answer forum.

I would like to offer a different perspective. I dont believe you need an AC license in Florida to just to clean air ducts. You might check the declaratory statements on this but I think you absolutely would need a license if you remove the coil (which would involve refrigerant) during the cleaning process.
