My neighbor signed a contract to work with a painter who was working on my property. I had a LOT of trouble with this painter, and before he finished my job, my neighbor changed her mind about working with him. He never worked for her. Now he is sending her texts and emails threatening to put a lien in her house if she doesn’t give him $600. Is this even legal?
