Lien notice to home owner

I have a question about the 15-day deadline for notifying a homeowner of a filed lien. Does the 15 day deadline mean that the home owner received the notice or does it mean the notice was sent by the deadline. Whereas if sent by certified mail and it got to the homeowner 2 weeks past the deadline but was sent 14 days after filing, is it still valid?

The lien is still valid, but if the homeowner was prejudiced by the late delivery of the lien, then the lien can be reduced by the amount of the prejudice . You should consult with an attorney to determine what the next should be under these circumstances.
