Lien as a retaliation tool. Job has been paid. Final agreement was signed.

I hired a contractor that did a terrible job and did not finished the job either. After going back and forward we reached an agreement. Some monies will be deducted to redo the job and paid for damages to the floor. We signed a final agreement - stating when final payment is deposited all jobs will be considered final and no legal action should be file against me . Monday we signed the final agreement. Tuesday morning the constractor cashes the check and that same day he process a lien on my property, with full amount to be paid, although he stated in a previous email before we meet to sign the agreement - that he will not file a lien. He is not a license contractor. What can I do when someone uses a Lien in form of retaliation when we have reached an agreement and monies has been paid.
