LETTER OF INTENT

New Mexico

We have a new customer with a $600.000 job. They have sent a Letter of intent from PacifiCap Construction to them to us. It says : As project funding has not closed and is contingent upon closing of the permit, our customer and its sub-tiers are not permitted to perform pre-liens against this project, the project site or project ownership. In the event a pre-lien is required by us to begin material orders our customer and its sub-tiers will be required to issue pre-liens to Construction Company directly. What does this mean?
