It's extremely common for a customer, GC, or even an owner to react negatively to a Notice of Intent to Lien. Ultimately, that's kind of the point of a Notice of Intent - to ruffle some feathers and let others know you won't stand for going unpaid. If the customer is saying your work wasn't approved, then providing the GC a copy of your contract should quickly prove that the work was, indeed, approved. If you don't have a written contract, then you might be able to prove your work was approved by providing a signed purchase order, an invoice signed by your customer, or other documentation proving they hired you. As for whether you're able to continue work - if your customer tells you to stop your work, that would likely result in a breach of your contract or could lead to other legal claims, depending on the exact terms of your contract.
