I hired a painter & he states the job is complete, however, he did not fulfill his obligations per the contract & is now trying to add additional fees that were not agreed upon. He’s stated that he has completed the job but there are several areas that have not been painted with two coats as the contract stated. He’s now threatened to file a lien for the amount originally agreed to plus an additional $2,400 that was never discussed. Can he file a lien if the work has not been completed & he refuses to come complete the job?
