Is there a statute of limitations on license agreements that do not mention assigns / successors or have an exp date?

New YorkConstruction Contract

My parents signed a License agreement with a developer that does not protect them (financially) or their property (structurally). The agreement was signed in 2016 and the developer never completed the job. The property has been sold twice since and the new owner has claimed to have purchased the property from the original owner and has provided a "notification of intent to seek the benefits of the license agreement pursuant to its terms" Is this legal?

Tough to opine on the situation without more facts - including reviewing a copy of the agreement. The new owner may very well be open to negotiating, including a license fee. You should speak with a construction attorney who can review the facts and agreement, and speak with the owner about the owner's intentions and measures to protect your rights.
