Is there a statute of limitations for having a civil engineer sign off on a job in the state of Georgia?

We have completed 4 retention ponds for a builder. Two were done in July of 2022 and Two were done in December of 2022. The builder is holding a 10% retaining fee. They are advising me the ponds that were done in July need maintenance before the civil engineer will sign off. That job was paid for in full. I am wondering if it is legal for them to hold the retaining fee based on a job that was paid in full 10 months ago.
