Is there a preliminary notice (notice to owner) that needs to be filed in Maryland?

Is there a preliminary notice (notice to owner) that needs to be filed in Maryland? This is also a government project that is not bonded. In Florida, where I'm more accustomed to working, government property cannot be liened, so I'm just trying to make sure I have noticed correctly. Thx.

Maryland does not have a preliminary notice requirement as does Florida, Texas and some other states. Are you positive that this property is government-owned? And if so, are you 100% there is no payment bond for the benefit of subs and suppliers? Even in the most quirky of situations, there usually is a payment bond somewhere, i.e., even in a P3 or lease situation, where the pime contractor may not have a direct Miller Act bond requirement, there often is a bond put up by someone, ie, the first tier subcontractor(s).
