The definition of what qualifies as an “Essential Function” is so broad that it makes the stay at home order mean less than it appears to mean. In your case, “construction” is considered an Essential Function and therefore is exempt from the order. If you are a roofer, you can work, if you need a roofer, you should be able to find one despite the order being in place.
