Is Prevailing Wage work limited to competitive bid situations? Are sole source acquisitions less than say $1000 also covered?

I don't believe that a project's status as a prevailing wage job is dependent on it being bid out. Further, it doesn't look like there's a minimum for prevailing wage regulations to apply - at least according to these FAQs from Archer Jordan.
