Is prevailing wage necessary in this situation.

I am estimating repairs to the City of Encinitas Life Guard Towers. This is what we normally do for anyone. I have been told that repairs to facilities falls outside the prevailing wage law. Can you please let me know what the law is in this situation?

All workers on California public works projects must be paid prevailing wages. And, repairs to public property will generally qualify as public works. Though, if the repair is under $1,000, then prevailing wages won't be required. I'll be the first to admit that I'm no expert on California prevailing wage requirements, though.
