I've had Levelset send a Notice of Intent to Lien and I just noticed that their certified mail was returned, but address is correct. I am assuming they are refusing to sign for mailing.

If you mailed it via regular mail in addition to certified mail, you are probably in decent shape on just the notice of intent. You simply need to be able to show they got it. There are other things you can do if this was not done originally. The rules for service of the lien are very different though, so be sure you follow those more carefully.
