Is my payment protected

I'm a subcontractor that delivered materials to a project in Michigan but did not install them due to some issues. The contractor refuses to pay me because he didn't actually issue a PO or contract. I believe I have a bond claim out there but not sure if I'm protected or not.

You do not give enough information to even guess at an answer.
However, bond claims are generally for government projects (only rarely for private projects).  

Construction liens are for private contracts. Further all construction liens must be FILED within 90 days of the last date of actually supplying something to the site. If its past that deadline you are not protected.
