is it the lienholder's legal responsibility to file a release once paid?

I have been paid. Do I have to pay file the release or can I just complete the release form and send it to the other party?

It's ultimately your responsibility to ensure that the cancellation is recorded. Normally the parties work out the filing of the cancellation by agreement--sometimes the owner is happy to file the executed cancellation provided by the lienor.
