I had an agreement to be paid $120,000 for labor on a project. $60,000 was paid and the remaining $60,000 is due but I am being told by the project that they will not pay it even though it is due and payable under the contract.

Yes, in NY you may file a Mechanic's Lien on the project. There are certain legal requirements that apply, but in general, as long as the work has been performed, a contractor is entitled to file a lien for any unpaid balance on completed work.
