Manufacturing cement trucks is probably considered essential in Minnesota, which would exempt that work from Minnesota's stay at home order. Businesses who directly and indirectly support construction and infrastructure tend to be considered "essential," and there are a number of specific categories which may apply. There was a similar question recently posted here at the Expert Center, actually, and you can find a more detailed breakdown at that question and answer: Building Cement Trucks in Minnesota During Coronavirus. As discussed there, note that news is coming out every day from our local, state, and federal governments - so things could change quickly.
