Subcontractor states preliminary notice is affecting their ability to be funded by the bank. They have asked us to retract preliminary and once funding is approved, we can re-instate.

Subcontractors don't typically get liens filed against them, so this question doesn't make any sense. Are you a sub-subcontractor working under the subcontractor?
