Is an LLC Company legally defined as a GC Company if neither 2 parties of the LLC really don't have GC Experience?

If the City is asking for a GC to pick to issue and pick up the Building Permit, and the contractor is an entity made up of a LLC Company between two entities, one a Metal Cladding Sub and the other being a "Qualifying Agent GC", is this type arrangement really classified as a GC Entity that can work on exterior improvements at ten levels in a HR Building if neither has HR Experience?
