Is a preliminary notice needed to send Lein Waivers?

I've been informed to not make a prelim until our Project Manager gives me the okay on one job. The company we are working with on this job has requested an update for this prelim and requested an Unconditional Waiver already. Am I able to send a release even though I have not made a Prelim yet?

You should server your Preliminary Notice right away. Yes, you can provide an unconditional waiver once you have received payment, and confirm that your financial institution has confirmed the deposit of good funds to your company's bank account.
