Is $0.00 conditional the same as unconditional?

I have recently changed up the way I create construction progress waivers which are signed by our vendors and then submitted to our customers (the GC.) This both reduces chances for errors and cuts my waiver creation time in half. Part of this requires that the conditional month always be listed (i.e. 10/1/2022 - 10/31/2022) and if we're unconditional I'll put $0.00 in the conditional side and 10/31/2022 in the unconditional side. Is this accurate? Logic dictates that a payment of $0.00 would automatically be "received," making the conditional wording accurate. I just have one or two vendors who are completely confused by this. But this is a huge time saver for me and I believe it is fully accurate. I've not received any push back from the GCs (even the ones who like to push back for the sake of doing so.)
