In Vermont, addition completed in 2016. Rot led to rebuild. Is it too late to take legal action against contractor?

Home owner paid approximately $120,000 for construction of a post and beam screened-in porch with cathedral ceiling, stone floor, electric, etc. Numerous problems from the beginning, some remedied by the contractor, some not. Contractor stopped returning calls shortly after completion. Within 3 years, a number of post were rotting at their bases along with parts of the sill and wall framings. It took a couple years to find a contractor to repair it. These were completed in July of this year at a cost of nearly $40,000. The brick veneer on the the fireplace has also split and I have not yet been able to get one to repair it.
