I completed a bathroom renovation for a home owner, but I am not licensed and do not have liability insurance. The home owner is withholding the final payment.

In PA, home improvement contractors must perform in accordance with the Home Improvement Consumer Protection Act, which requires, among many other things, that contractors be licensed and registered and provide insurance in accordance with statute. Failure to so register and perform subjects contractor to both civil and criminal liability.
