Im a tenant/ lease holder starting an interior alteration. Owner says they only sign commencements for their own work. ?

I am a tenant/ lease holder, and have just started my interior alteration, after getting the necessary building permits. Next up is the notice of commencement, but the owner is saying they only sign commencement for their own construction work. Trying to figure out what to do.

As the tenant contracting for the work, you are the "owner" for purposes of the notice of commencement. Here is what the statute says (713.13(1)(a)3.):

A lessee who contracts for the improvements is an owner as defined under s. 713.01(23) and must be listed as the owner together with a statement that the ownership interest is a leasehold interest. 

So you sign the notice of commencement as the owner, and list your interest as "tenant."
