If the bond amount can't cover the damage claim can I sue the contractor to small claim court or civil court ?

The contractor breached the contract, didn't complete the job on time and do sloppy job, damage my property I have to pay extra money to complete the job. The contractor has $15000 bond and can't cover my lose . If I file a claim to against the bond and get the $15,000 bond can I still file a law sue to small claims court to claim another $10,000?

Yes, you can still file a Small Claims Court action against the contractor after you file a claim against the license bond.  You would have to subtract any amount you receive from the bonding company from your overall claim against the contractor though.
