If I work on a prevailing wage job can my employer pay me a lesser rate f?or holiday pay and PTO

I work for a CM group and every job I have ever worked on is a prevailing wage job. When I have time off for a holiday or PTO, I am paid at a lesser rate per hour (approx $13.00 an hour less) Is this allowed?

California prevailing wage rates must be paid for work done on a prevailing wage project, but I'm not sure the same rates must be paid for holidays or personal days off taken from a prevailing wage job. Certainly, when work is done on a holiday, and even higher prevailing wage rate must be paid. But, I'm just not certain that the same prevailing wage would be required when the employee isn't actually performing work at that prevailing wage job site. I'll be the first to admit that I'm not an expert on the ins and outs of California's prevailing wage laws, though. And, consulting with someone in the field might be more helpful - like a local California construction attorney. So, if you're concerned that you're owed certain wages but they aren't being paid, then consulting with an attorney might help. Or, posing the question to your employer or HR manager might help too if the subject is broached the right way.
