If I sent a payment instrument the vendor kept over a year, can they come back to collect a year later?

This is about a debt that a vendor transferred to a state dept of revenue acting as a collection agent. I sent remittance and payment instruments they claim were returned but retained and didn't notify me for over a year. Now they are coming at me to collect again. Is there a UCC statute of limitations to collect on a payment instrument that was retained by a creditor?
