If a Notice of Commencement was not filed for a project in CA, how does that affect filing a Notice of Completion?

We're the GC in Illinois for a project in the state of CA. The project started 11.26.18 and completed in 04.24.19. We did not file a Notice of Commencement.

Good afternoon, There are very strict timing requirements for recording a valid Notice of Completion.  Those requirements do not typically depend on whether or when a "Notice of Commencement" or "Notice to Proceed" is served.  I assume there is some contractual obligation unique to your contract which is creating this potential issue?

There isn't a potential issue pertaining to the contractual obligation. We have been paid in full. It's just I never filed a Notice of Commencement and was asked to file a Notice of Completion. Where can I find the information on the strict timing requirements for recording a valid Notice of Completion? Sounds like we can file a Notice of Completion without filing a Notice of Commencement.

Civil Code sections  8180 through 8190 (for private projects), sections 9200-9208 (public project), and sections 8100 through 8118 (particular procedural requirements) generally govern the requirements for recording notices of completion.
