i have a contract that specafies that a mechanics lean is expected to be filed and is acceptable by all parties. and what if the owner ignores the notice.

It does not matter if the owner ignores the notice. What matters is that you properly complete and serve the preliminary notice, file the notice, and enforce the lien.
