I want to know if federal prompt pay act automatically applies on federal jobs. Also whether the federal law preempts state law.
Job is on a military base so definitely Federal. Does Federal PPA auto-apply? Also, what if state law says that interpretation of agreement according to laws of another jurisdiction is unenforceable as against public policy.

On federal projects, the federal Prompt Payment Act will automatically apply. Regarding limiting jurisdiction, laws limiting jurisdiction will generally prohibit the use of another state's laws, where allowable. Federal law will not be suspended by such a statute when dealing with a federal project.
