I want to know how much is the cost of the preliminary notice for each public project.

I’m not sure of your question. There’s no cost to a preliminary notice if you’re preparing it yourself, other than the cost of sending it to the owner, general contractor, and lender (if any) via certified mail return receipt requested. If you’re using a third party service such as LevelSet to prepare your Preliminary Notice, then there would be a slight cost there. There’s no legal requirement that you record your preliminary notice, although if you do the owner is required to send you a copy of the Notice of Completion when it’s recorded.
