I want to get the owner's name and lender

CaliforniaPreliminary Notice

I need to get the name of the owner and the lender because the GC not provided it to me, and I need to do the preliminary notice. previously you provided it to me. when I filled the preliminary notice I said that I did not know that information and I got the option it I want to pay so that you could find it for me but now that option no longer appears to me. I would like to know if the document is equally valid without the owners name and the lender name because they will not be notified?

The owner's name is crucial on a California 20-day preliminary notice. If there's a lender on the project, that lender must be included as well. And, if neither the owner nor the lender (if a construction lender is present) is notified, then the preliminary notice will likely not be effective. If the GC is refusing to provide you with the info you need to send a preliminary notice, it could be useful to remind them that's illegal. § 8208 of the California Civil Code requires direct contractors provide the name of the property owner and the name of the construction lender (if applicable).
