I’m a self-employed individual, a homeowner hired me to work on their home are they considered the contractor?

Can the owner decide to withhold payment from the person they hired to complete work on their property? Can they decide not t pay for progress made if the job was not fully completed or change the terms of repayment if the invoice amount surpasses an estimate of costs?
