Please let me know if I can still file the Arbitrators later to Count Clerk ? of is to late for that

You have to file the Notice of Unpaid Balance within 60 days of the last date you did work. You then have to complete the arbitration, and obtain an award, before you can file an actual lien. The deadline to file the lien is 120 days. You did not give any information about when you filed, but if you did not file the demand for arbitration at the same time you file your NUB, you most likely will not be able to get it completed before the deadline.
