Seeking guidelines on allowable residential painting

Under New York's updated guidance on what businesses may carry on, all non-essential construction work cannot continue. To quote that guidance,
"All non-essential construction must safely shut down, except emergency construction, (e.g. a project necessary to protect health and safety of the occupants, or to continue a project if it would be unsafe to allow to remain undone, but only to the point that it is safe to suspend work)."
So, it sounds like painting will not be considered essential work. Previously, all construction work was seemingly allowed in New York as long as only one worker was reporting to the site. But, it looks like recent updates have reined that in.
