How to fire contractor for breach of contract when he has someone do a some work every few weeks

I hired a contractor to replace an old detached garage a year and a half ago. The permit came through in March of this year, no doubt delayed due to coronavirus. The contractor moved out of state but assured me that he would find local people to complete the job. He has sent out three guys since March and none of them want to deal with him because he's out of state. The problem is that in April he told me that he would be hiring one of them and wanted me to send him money so he could pay the guy. Then the guy didn't work out so my contractor has my $20K. Since then he's sent out two other guys to complete the work and they didn't work out either. But since each guy does a few hours work, I feel like I can't claim breach of contract. The other problem is that before he moved out of state, last July, my contractor tore down the old garage and dug the hole for a new foundation (because the original foundation was over 100 years old and broken/buckled) so I've had a big hole in my backyard for a year now. I borrowed a lot of money to pay for it when he first took the job and he promised to have it done last year (promise not in writing) so I was planning on refinancing when the job was finished in order to pay for everything. But now I have a ton of debt and no garage and feel contractually tied to this guy. If I fire him I will probably never get my $20K back. The job was bid at $105K and I've paid him $37K for completed work, plus the $20K for wages to workers that didn't take the job. I'm not sure what to do.
