To determine if an Arizona contractor is properly licensed and bonded, the first step might be to perform a contractor license search with the Arizona Registrar of Contractors. And, if the company is not licensed, chances are their company might not be bonded either. Of course, it's entirely possible that a contractor may be operating their business under a different name, and finding their licensing information may be a bit harder if that's the case. Still - any project documentation (like a contract, invoice, purchase order, etc.) should contain the necessary information to perform a license search. If you're referring to payment and performance bonds for a particular Arizona public works project, a potential claimant can request a copy of the project's bond directly from the government agency in charge of the construction project. And finally - if you're referring to bonds that may have been filed on a particular Arizona private construction project, note that any bonds filed on the job in order to block a potential lien would be filed with the county recorder's office.
