Is the supplier required to provide progress and final waivers to general contractors upon general contractor requests or does the general contractor need to go through the subcontractor?

Ultimately, there isn't a lot of regulation regarding how lien waivers must be collected. So, if a GC requests a lien waiver, a supplier providing them with one directly might be perfectly fine. Of course, it might be worth letting a subcontractor know that you'll be requesting a waiver from their supplier so they are informed and up to date on everything. But, in terms of what's allowed, there's nothing preventing a supplier from providing a GC their lien waiver directly and bypassing their customer.
