how long do you have to file a mechanics lien in CA if you are a general contractor fired from a construction job

My dad is a general contractor and was fired from a job. The homeowner hired another contractor to complete the job. How long does he have to file a mechanics lien in California? My dad doesn't think that there has been a notice of completion filed with the county.

Same time as usual. 90 days from the project as a whole's completion or 30 days after a notice of completion.
