How do you file a lien, if the contractor doesn't own the property? Do you have to file the Notice of Intent?

We are a Louisiana telecommunications contractor. Recently, we completed work for another telecommunications contractor. This project was done at a cell tower in Russellville, AR. The contractor that work was done for does not own the property, as it belongs to a tower owner. Upon completion of the project, we were due for payment on 9/4/20, but still remain unpaid. How do we file a lien when they do not own that property? Also, does the notice of intent have to be filed? We prepared notice in the form of correspondence and mailed it certified to the contractor.
