To determine whether a contractor has been performing up to code, it could be helpful to get a city or county inspector out to the job site to have a look. Alternatively, it might also be helpful to hire another contractor to come in and inspect the work that's being done. They'll be able to provide their own expert opinion as to whether the job is being competently performed. Of course, it's probably also worth pushing a bit harder to determine whether the contractor is licensed and bonded before proceeding too far along. If the work requires licensure and the contractor doesn't have the necessary qualifications for that work, it could be a sign that there will be additional issues down the road. And, if you have the contractor's business name and what county they're business is established in, the West Virginia Division of Labor has a site that could be useful on that front: West Virginia Contractor License Search. What's more, keep in mind that if a contractor hasn't been following the contract or agreement you had with them, then contract claims against the contractor or even a breach of contract claim could be on the table.
