Client wanted to pull own permits. So as I am working and needing things done (paper work submitted for next phase), she’s pretending we haven’t discussed this. She has delayed the project by not submitting paperwork online and now she wants to terminate the contract.
I would do your best to get those promises in writing and/or at least follow up with a solid explanation of what they told you and when. Ultimately, without something in writing it would be hard to prove that the owner wanted to pull the permits. Thus, the delay would likely be attributed to you unless you can prove otherwise.
