How do I get a lien removed after I filed a contact of lien and the 60 days expired and went unanswered.

Once I file a contest of lien (which is fraudulent by the way) in the State of Florida and there was no response by the person placing the lien. Which happens to be my ex wife's boyfriend who is not a contractor or subcontractor and is claiming to have performed work on a property that was awarded to me in a divorce. The work he's claiming requires permits and a license to be performed. The 60 days has expired on my contest of lien. How do I get the lien removed.

You can't do anything - and you don't need to. By operation of law if suit to foreclose the lien was not filed within the 60-day period it has expired. Any title examiner would ignore the lien upon verification that suit was not filed.
