If a contractor has walked off the job, then there's a fair chance that they're in breach of their contract. So, leveraging potential breach claims and threatening to pursue legal action might compel a contractor to return to the job and complete their work. Additionally, threatening to pursue other claims or to file a complaint with the California Contractors State Licensing Board might coerce them to come back to the job as well. As for recovering the cost of animal shelters and the pound - a homeowner might be able to recover damages from a contractor who has accidentally caused the owner to incur serious expenses. But, that'd generally need to be done via legal claims (like via California small claims court).
