It should be relatively easy to determine whether a project is a prevailing wage job. For one, if there's no public involvement in the project (i.e. either publicly owned land or public funding), then the job is likely not requiring prevailing wages.
Further, it should be as simple as asking a customer whether it's a prevailing wage job - they should know already, and if they don't, it's probably in their best interest to find out considering the failure to provide prevailing wages can create serious headaches for parties who fail to abide by the prevailing wage requirements.
Finally, reaching out to the parties in charge of the project - be that the owner, public agency, GC, architect, project manager, whomever - should provide clarity, too.
