How can I get Builder to pay me after 100 days have passed since project was completed

I made handrails for a builder, and it's been over 100 days that they owe me $9698. They have only paid $1723 today and won't tell me when they will pay the rest.

You should consider preparing a letter to mail by certified mail, return receipt requested, to the Builder to set out the facts and to demand the relief that you want. Attach to the letter the contract, invoice, and photographs of your completed work. Make sure that your letter is professional and business like as it may be evidence later.  

If the Builder does not respond or respond satisfactorily, you should consider filing suit in small claims court, using the letter as evidence.

Retain a construction attorney to evaluate your legal situation and to provide advice.

Brian is correct how to make your demand; however, prior to filing suit you should consider all collection options you are entitled to, such as letting a certified commercial collection agency licensed and bonded in your State collect the debt on a contingency bases. Hello,

Demand letter then lawsuit. Depending on where you are, small claims court may not be the best option.
