How can I determine if a notice of completion has been filed

We are in dispute with Tutor Perini on Third Street Light Rail project in SF and wanting to find out if NOC has been filed.

There are a couple of services that can do this if the NOC is recorded. You can also consider a public records act request, but those can be a little slow.

Bica National Construction Services is one. You can also just go to the County Clerk's office and look. Finally, there's a civil code 8190 that says the Owner needs to give notice of the NOC to people that filed prelims, there are some exceptions to that rule.

The easiest way is to go ask the public agency or owner or the general contractor. Do this via email or in person. Note that you cannot record a lien but you can serve a Stop Payment Notice or a Payment Bond claim on a public project. Did you serve a preliminary notice on the owner? We received notice of a substantial completion from Tutor on this project dated 7/23/21. Our copy was not mailed until 8/2/21.
